Structure

How the Good Governance Council is built.

State Good Governance Council

Each State Good Governance Council (GGC) consists of 10 to 25 members appointed by People’s Collective India, active in every state and Union Territory.

Heading Council

Members of integrity, competence and public credibility, drawn from law, public administration, education, healthcare, engineering, finance, environmental science, agriculture, social work, technology and community leadership.

Independent Expert Council

Every activity, programme and initiative undertaken by PCI is monitored and evaluated by qualified professionals and subject-matter experts, ensuring transparency, ethics, quality and measurable impact.

Responsibilities

What the Good Governance Council is empowered to do.

Review government policies and their implementation.
Assess public infrastructure, healthcare, education, environmental protection, transport and civic services.
Receive and examine representations from citizens.

Conduct independent field assessments and public consultations.
Publish periodic Good Governance Reports based on verifiable facts.
Submit recommendations to government departments and encourage corrective action.

Audit Structure

PCI Three-Tier Financial Audit & Transparency Framework

Setting a New Standard in Political Transparency. PCI believes that public trust is built through complete financial integrity, independent oversight, and open accountability. Every contribution received and every rupee spent should withstand the highest level of scrutiny.

Tier 1: Internal Audit

A dedicated Internal Audit Division will continuously monitor financial transactions, operational expenditure, procurement processes, and compliance with PCI's financial policies.

Review financial records on a regular basis
Ensure adherence to internal financial controls
Identify operational risks and strengthen governance
Recommend improvements in financial management
Promote accountability across all levels of the organisation

Tier 2: Independent External Audit

PCI will appoint an independent, professionally qualified external audit firm to conduct periodic audits of its financial statements and accounting practices.

Provide independent observations and recommendations
Strengthen public confidence through impartial financial review

Tier 3: International Financial Review

To further strengthen public confidence, PCI intends to engage a globally recognised financial advisory or audit organisation, subject to applicable laws and regulations, to periodically review its financial governance framework.

Bylaws

Constitution & Bylaws of People's Collective India (PCI)

PCI is established as a democratic political movement committed to constitutional values, integrity, transparency, social justice, sustainable development, economic growth, and inclusive governance. PCI shall function in accordance with the Constitution of India and shall uphold democracy, equality, secularism, justice, liberty, fraternity, human dignity, and the rule of law.

Vision & Mission

Vision: To build a prosperous, transparent, inclusive, sustainable, and globally respected India where every citizen has equal opportunity to thrive.

Mission: PCI shall promote good governance, economic development, education, healthcare, women's empowerment, youth leadership, rural transformation, environmental sustainability, transparency and accountability, innovation and technology, and national unity.

Membership

Membership shall be open to every Indian citizen who is at least 18 years of age, accepts the Constitution and Bylaws of PCI, agrees to abide by the Code of Ethics, and is not disqualified under applicable law.

Special wings include: Women's Wing, Youth Wing, Students Wing, Farmers Wing, Labour Wing, Senior Citizens Wing, Minority Outreach Cell, Professionals Forum, NRIs & Global Support Cell, Research & Policy Cell.

Financial Governance

PCI shall maintain complete financial transparency through proper accounting records, annual budgeting, internal financial controls, independent audits, and compliance with applicable laws. PCI shall implement a Three-Tier Audit Framework consisting of Internal Audit, Independent External Audit, and Periodic International Benchmarking.

Code of Ethics

Every member, office bearer, elected representative, volunteer, and employee of PCI is expected to uphold the highest ethical standards in both public and private conduct. This Code of Ethics serves as the foundation for responsible leadership and reinforces PCI's commitment to the Constitution of India, the rule of law, and the public interest.

Uphold and respect the Constitution of India, protect democratic values, respect the rule of law, and promote unity, peace, and social harmony.

Act honestly, fairly, and responsibly. Be truthful in public statements and official communications. Avoid misleading information.

Zero tolerance toward bribery, corruption, fraud, misappropriation of funds, abuse of authority, nepotism, undue influence, and financial misconduct.

Disclose any actual or potential conflicts of interest. Refrain from participating in decisions where such conflicts exist.

PCI operates on member contributions, donations and grants, all of which are subject to an independent audit structure. Every rupee raised is tracked against the programme it was raised for — and our financial reports are available to any member on request.
